Skirt is 5 rows of light weight white ruffling. It is full and gathered. Bodice is blue background with fireworks bursts and flags all over. It is sleeveless and scoop neck. High waist is trimmed with red, white and blue satin heart ribbon and bow with long tails. Dress opens down the back with Velcro closures.
